Publishing fund for UiO researchers

The publishing fund will not be continued in 2019. As a result of cOAlition S (Plan S) and negotiations with publishers, we are working with other models to finance the publishing fees for researchers at UiO.

The publishing fund was established in 2013 by the University Library. From 2015 the budget has been NOK 2,5 millions each year.

The publishing fund has been an effective tool and incentive to increase Open Access-publishing at UiO. However, today's institutional publishing fund is not an economically sustainable model when Open Access-publishing is increasing. In 2018, the available funds, NOK 3 millions, were distributed within just 19 days.

The goal is to change today's subscription-based funding model for scientific publishing. We need new models that ensure that publishing is open and that costs associated with publishing are economically viable.

UiO works with other Norwegian institutions through Unit (Directorate for ICT and joint services in higher education and research), in order to negotiate new agreements with academic publishers.

Work on new agreements is still in process. During this period, UiO will have no available funds to finance open publishing.
