Sikt has received several offers from Wiley during this period. The main negotiation objective was to achieve a cost reduction in the consortium's and UiO's second-largest publishing agreement. However, Wiley's final offer involved a price increase and therefore could not be accepted by Sikt's negotiation council, where UiO is represented.
UiO and OUS, along with 56 other Norwegian research institutions, are now without a publish and read agreement with Wiley for 2025. This has consequences for both open publishing and reading access.
About the Negotiations
Sikt - The Service Provider for the Knowledge Sector negotiates publishing agreements together with the negotiation council. The negotiation council consists of representatives from BOTT (UiB, UiO, NTNU, and UiT), as well as other university and college institutions, health trusts, and the Joint Arena of Research Institutes.
Open Publishing
There is no longer cost coverage for open publishing in Wiley's hybrid journals for articles accepted after January 1, 2025. This also applies to articles submitted in 2024 but not accepted before the end of the year.
Researchers can still choose to publish in these journals. Now that UiO is without an agreement, the recommendation is to publish articles closed. This means that individual authors do not pay a publishing fee (APC) for single articles.
Accepted Manuscript Versions (AAM) are covered by UiO’s rights retention policy. This ensures that AAMs uploaded to Cristin can be made available with a Creative Commons license and without embargo in UiO's institutional repository. This way, requirements for open access through self-archiving, also referred to as green open access, are fulfilled.
For articles with funder requirements for open publishing (e.g., the Research Council of Norway and the EU), it is particularly important to meet these requirements. This can be accomplished through UiO's rights policy or the funders' own Rights Retention Strategies.
The cost of publishing in Wiley's pure open access journals will still be covered by the University Library.
Visit the open access agreements webpage for more information.

Access to Articles
UiO and OUS will continue to have access to most of the publisher's journal articles published up to December 2024 through archival rights. For access to articles published from January 2025 onwards, please visit the University Library's webpage for information on how to find electronic articles.
