Updated information about the non-agreement situation with Wiley

Earlier this year, negotiations with Wiley for a new publish and read agreement for 2025 broke down. It is now clear that there will also be no new agreement for gold journals.

After the breakdown in February, Sikt and the national consortium have received two additional offers from Wiley. The offers still do not meet the negotiation objectives, as Wiley has not provided the essential cost reduction. Hence, UiO remains without a publisher agreement with Wiley.

No agreement for gold journals

As an addition to the publish and read agreement, UiO, through the consortium, had an arrangement with Wiley for a 15% discount on the article processing charge (APC) for articles published in the publisher's gold journals (pure open access journals) and invoicing to the University Library. Negotiations for the continuation of this arrangement have also been unsuccessful.

Publishing in gold journals

This means that the University Library can no longer cover the costs of APCs for gold publishing with Wiley. This is justified by the purchasing regulations and as a consequence to Wiley's approach to us as a customer. Supported by discussions in the Research Committee at UiO, we recommend in this situation that individual researchers/academic communities consider other journals for publishing their articles.

This means that any manuscripts submitted to one of Wiley's gold journals from June 1, 2025 onward will not have their APC covered by the University Library.

If a researcher or academic community considers the journal in question to be clearly the most suitable publication channel, they must secure funding through their own resources. We also refer to the updated information on publishing in Wiley's journals on our agreement page.

Necessary measures

We fully understand that this situation may be perceived as unpredictable and difficult for individual researchers. However, we consider these measures necessary, given that Wiley has not offered the consortium agreements deemed economically viable in a time of tighter financial constraints for UiO and the sector.

It is interesting to note that Swiss universities also have not reached a new agreement with Wiley after prolonged negotiations.

Avoid local agreements

We have become aware that Wiley is broadly communicating with individual researchers and academic communities at UiO. Wiley has referred to an official statement where they provide their assessment of the situation and the negotiations with Sikt. This assessment is far from what we ourselves perceive.

Since Wiley has not provided UiO and the consortium with an acceptable offer, it is very important that no individual subscriptions are made at the units/departments. This is to minimize income from UiO to Wiley in this situation where we have not reached an agreement on an acceptable deal .

Access to articles

UiO and OUS will continue to have access to most of the publisher's journal articles published up to December 2024 through archival rights. For access to articles published from January 2025 onwards, please visit the University Library's webpage for information on how to find electronic articles.
